Choosing a tenant is the most consequential decision in a tenancy. Verification is how that decision rests on facts: who the tenant is, where they come from, how they will pay and who else will live in the home. This guide sets out the checks a careful Bengaluru owner runs, how police verification fits in, the documents involved and the order in which it all happens, ending with a signed agreement and a recorded handover.
What tenant verification covers
Verification is a set of separate checks, each answering one question. Keeping them separate keeps the conclusions honest.
| Check | The question it answers | How it is done |
|---|---|---|
| Identity | Is this person who they say they are? | Government photo ID compared with the person and the other documents |
| Address | Where do they live now, and where is their permanent home? | Address proof matched across documents; the permanent address confirmed |
| Employment and income | Can the rent be paid comfortably? | Offer letter, employer ID, salary slips or bank statements, with consent |
| References and rental history | How did the last tenancy go? | A call to the previous landlord, and the employer where useful |
| Police verification | Have the police been given the occupants' details? | Submission to the police station that covers the home; the acknowledgement kept |
A private check is the owner's own diligence. Police verification is a separate, official step carried out by the police. Neither replaces the other, and a private report is never a police clearance certificate.
Why police verification matters
Police verification gives the police a record of who lives at an address. That record helps the police and the owner if a tenant goes missing, an emergency occurs or an enquiry ever touches the property. Bengaluru City Police actively encourage owners to verify their tenants, and their public messages make the point that a short step before handover can save a great deal of trouble later.
In practice, owners in Bengaluru submit the tenant's details to the police station that covers the property. The Karnataka State Police station locator shows which station that is. The station explains its current procedure: usually the tenant's details and photographs, copies of identity documents for the adult occupants, the owner's details and the rental agreement or its key terms. Keep the acknowledgement with the tenancy file and note any follow-up the station asks for.
A short legal note: where the authorities issue a written order for an area requiring owners to give tenant information to the police, owners must follow it, and knowingly disobeying such an order can be an offence. A tenant's own wrongdoing does not, by itself, make an uninvolved owner liable. Verification is simply part of letting a home responsibly.
The verification process, step by step
- Collect particulars with consent. Take the tenant's details and the property details, and explain why each item is needed. Record the tenant's consent for each purpose: identity checks, background checks and police verification.
- Verify identity. Check a government photo ID for every adult occupant. Names, dates of birth and photographs should agree with the person and with each other.
- Match current and permanent addresses. Compare the address proof with the application. Ask for the permanent home address and confirm it.
- Check employment and income where appropriate. An offer letter, employer ID, recent salary slips or bank statements show the rent is affordable. Students and the self-employed show it in other ways.
- Speak to references. Call the previous landlord about rent, upkeep and the handover, and the employer where helpful, using numbers you can confirm.
- Understand record checks and their limits. Court case information is public on the eCourts services portal, but a name search can match a namesake and miss cases filed elsewhere. Criminal antecedents are a matter for the police.
- Submit to the correct police station. Identify the jurisdictional station and follow its tenant-verification procedure, using only official channels.
- Track every result. Record the acknowledgement, each check's outcome and anything still pending.
- Resolve discrepancies before approval. Ask about anything that does not match, and record the explanation and its evidence.
- Keep records securely. Store copies in a private place, share them only with those who need them and delete what you no longer need.
- Complete the agreement and the handover. Sign the rental agreement with every occupant named, then record the move-in condition, meter readings and keys.
Documents and information to prepare
- Identity: government photo ID for every adult occupant. Offer a masked Aadhaar wherever the full number is not needed.
- Address: current address proof and the permanent home address.
- Work and income: offer letter or employer ID, recent salary slips or bank statements.
- References: the previous landlord's and employer's contact details.
- Photographs: recent photographs for the agreement and the police form.
- Occupants: names and relationships of everyone who will live in the home.
- Foreign nationals: passport and visa details. Whoever provides the accommodation must also report the stay through Form C on the Bureau of Immigration's FRRO portal.
The tenant's side of this list is explained in documents you need to rent a home, and the wider routine in tenant screening: what to check.
How Nest Partners approaches tenant verification
At Nest Partners, verification is part of tenant placement within property management, not a separate product. For each applicant the team records the tenant's consent for each purpose, then works through identity, address, employment, reference and identity cross-check items and police verification through the local police process. Each item is recorded with its evidence and one of four outcomes: clear, review required, adverse or unable to verify. Evidence is kept in private storage and shared only with the people who need it.
The assessment then comes to the owner, and the decision to accept a tenant is always the owner's. Once approved, the rental agreement is prepared and the move-in is recorded. Nest Partners does not run credit checks or court-record searches as part of its standard screening.

Frequently asked questions
Why should landlords verify tenants before handing over possession?
Before handover, the owner still holds the decision and every option. Verification confirms who will live in the home, how the rent will be paid and how the last tenancy went, while there is still time to ask questions or decline. After the keys change hands, the same problems are much harder and slower to fix.
Can property owners legally conduct identity and background checks?
Yes, when the tenant knows and agrees. Explain what you will check and why, take written consent, collect only what the tenancy needs and keep it secure, as India's data protection rules expect. Checks must be applied in the same way to every applicant, and documents must never be collected through an open form or a messaging group.
How do owners verify a tenant's references and previous rental history?
Ask for the previous landlord's name, number and the address rented, and confirm the number belongs to that person, for example against the earlier rental agreement. Ask about rent on time, upkeep, neighbours and how the deposit was settled. An employer can confirm employment, usually through HR. Note what was said and when.
How do tenant verification and rental-agreement preparation work together?
Verification comes first and feeds the agreement. Names, addresses and identity details are copied from verified documents, every adult occupant is named, and the rent and deposit match what was discussed. A discrepancy found while drafting is resolved before signing. Rental agreements in Bengaluru explains the agreement itself.
What documents and information are needed for tenant verification?
Government photo ID for each adult occupant, current address proof and the permanent address, employment and income evidence, previous landlord and employer contacts, recent photographs and the names of everyone moving in. For a foreign national, passport and visa details are also needed, and the stay must be reported through Form C.
What should an owner do if a tenant's name or details differ between documents?
Ask first. Small differences, such as an initial expanded or a transliteration, are common and easily explained with a second document. A different date of birth, photograph or father's name needs a clear explanation and supporting evidence. Record the explanation, and do not sign until the details on the agreement match the verified documents.
How is a tenant's permanent address verified?
Compare the permanent address on the ID with the address the tenant gives, and ask for a document that shows it, such as a utility bill or a family member's ID at the same address. A conversation with a reference from that address helps. The police also use the permanent address in their own verification.
How are employment and income checked?
With the tenant's consent, review an offer letter or employer ID and recent salary slips or bank statements, and compare the income with the rent. Confirm employment with the employer's HR where needed. Students can show a guarantor's documents; self-employed tenants can show tax returns or business bank statements.
How is police verification done for a Bengaluru rental?
Find the police station that covers the property, ask for its current tenant-verification procedure and submit the tenant's details, photographs, identity copies and the agreement details as it requests. Keep the acknowledgement. A submission is recorded as submitted until the police complete their part, and nobody can promise a clearance or a timeline on their behalf.
Can an owner check a tenant's criminal or civil court record?
Court case status is public on the eCourts portal, so a search by name is possible, but it needs care: namesakes are common, and a search does not cover every court. A pending case is not a conviction. Criminal antecedents are verified by the police, which is why police verification is the step that matters for this question.
Should every adult occupant be verified?
Yes. Each adult who will live in the home should show identity and be named in the agreement and in the police submission. Check the occupant list again just before handover and ask the tenant to report changes, such as a new flatmate, during the tenancy.
What consent should an owner take from the tenant?
Written consent that states each purpose: identity checks, background checks such as employment and references, and police verification. Tell the tenant who will see the information and how long it will be kept. Consent for one purpose does not cover another.
What does a verification report contain, and what does it not tell you?
A good record lists each check, the evidence seen, the date and the outcome: clear, review required, adverse or unable to verify. It describes what could be confirmed on that date. It does not predict future behaviour, replace a police verification or promise that rent will be paid.
What should an owner do about a suspicious finding?
Pause the approval and ask the applicant to explain, in writing if needed. Look for evidence that resolves it rather than relying on an impression. If it cannot be resolved, it is reasonable to decline the application. Never confront anyone with unverified allegations or share the finding with others.
What should an owner confirm before approving a tenant?
Identity is verified for every adult occupant, addresses and income are confirmed, references are spoken to, discrepancies are resolved and recorded, consent is on file and the police submission is made or scheduled before handover. Then sign the agreement and record the move-in. Why move-in records matter explains that last step.
